Senior Programme Officer

About the project: As a knowledge partner to the Planning Department, Government of Meghalaya, ResGov is undertaking projects on understanding implementation of programmes including finances and evidence based decision making. 

Position Summary: The Senior Programme Officer will manage projects at the intersection related to  evidence-driven decision-making, working closely with government partners to deliver high-impact research and capacity-building initiatives. The role involves overseeing daily programme management, supporting team members, planning field visits, maintaining timely reporting and documentation, and strengthening relationships with government counterparts.

Key responsibilities: 

Relationship Management with Government Partners

  • Share regular updates and progress reports with government stakeholders to ensure transparency.
  • Seek feedback and advice from partner institutions to shape next steps in the project.
  • Coordinate joint activities and maintain open channels for communication and collaboration.

Programme Management

  • Oversee the day-to-day execution of research activities and capacity building initiatives, ensuring alignment with project objectives.
  • Guide the development and facilitation of training curricula in collaboration with the team.
  • Plan and conduct field visits to monitor implementation and gather on-ground insights.

Reporting and Documentation

  • Prepare periodic progress reports capturing project milestones, key outputs, and learnings.
  • Maintain accurate and up-to-date documentation of activities, meetings, and field findings.
  • Support the development of monitoring and evaluation briefs to inform project decision-making.

Qualifications and experience

  • Postgraduate degree in public policy, governance, economics, development studies, environmental management, or related fields.
  • 6–10 years of professional experience, with a demonstrated ability to manage multi-stakeholder projects.
  • Deep understanding of Meghalaya and proficiency in Khasi or Garo is necessary. 
  • Proven experience working with government departments or public institutions is highly preferred.
  • Strong leadership, communication, and team management skills.
  • Familiarity with project management, monitoring and evaluation frameworks, and financial oversight.
  • Background or deep interest in climate finance, evidence use in public policy, or capacity building.

Compensation

Remuneration will be commensurate with experience and skills, and aligned with sector standards.

Location

The position will be based in Shillong with travel to field sites in Meghalaya as required.
